Sir H. Popham, de la Marine britannique, est poursuivi par l'Amirauté pour avoir, sans ordre, retiré en 1806 ses forces du Cap de Bonne-Espérance, qu'il laissait démuni, afin d'attaquer l'établissement espagnol du Rio de La Plata.
